This policy paper examines what JCAP describes as the “Red-Green Alliance” in East Jerusalem: the convergence of radical-left and Islamist networks, their civil institutions, and the international funding and state patronage that support their activities.
Drawing on a mapping of 230 institutions and organisations and more than 40 funding and support bodies, the study explores activity across culture, education, welfare, community services and public space. It analyses the roles of the PFLP, Islamist movements, Turkey, Qatar, European donors and international organisations.
The paper describes the alliance as overlapping networks and a division of labour rather than a single joint command. It examines organisational profiles, funding channels, the existing Israeli legal and enforcement toolkit, and gaps in public services in the eastern part of the city.
Its policy recommendations centre on three tracks: restricting funding to bodies linked to terrorist organisations; expanding high-quality municipal and public services; and presenting evidence to foreign governments and funding institutions. The recommendations address government coordination, financial transparency, regulation, municipal investment and diplomacy.
